A flow governs a contact's whole journey: which campaigns, in what order, with what waits. Enrolling a contact in a flow is what starts real sends for them.
Flows are the right tool when the journey spans campaigns. For a single sequence, a campaign with one nurture pool driven by a HubSpot re-enroll loop is enough.
